what are the differences between fire rated cable and fire retardant cable, as per NEC

Not really sure what you are asking. I believe that the "plenum" type cables are fire and smoke retardant while the cables used for emergency systems that must have a 2 hour fire rating are "rated".

Many thanks for your reply, but i did not ask for plenum, just i have HI-Fog water mist system (fire fighting system), i am asking about the required cable types must be used in that system, is it required to be fire rated or fire retardant, based on NEC

That will not be in the NEC. It will be in the standard or code that covers the system you are asking about.

I do not think NFPA 750 has any special cabling requirements.

It is a suppression method so hopefully it is released before fire rated cable is needed.

Usually special cables are needed for special loads (fire pump) or special environments (plenums)

Flame retardant cables are not rated to continue to operate in a fire, and in all probability will not maintain circuit integrity during a fire.

CI- cable.(circuit integrity cable)
When the need to maintain circuit integrity is essential, specifc fire rated (fire resistive) cable for
those critical circuits that need to work in order to assure life safety or a plant shut down are used.

fire resistant (mica glass tap overlap) cables withstand 750'T & 1.5HRS,

LSHF (Fire retardant) cables withstand 90'T operating temp & 250'T short circuit temp & 20min,

T (temperature in celsius)
