Whats the NEC requirements for fire ratings for : Main switchboard, electrical closets, generator room, etc? Where does it say in NEC?

Other than transformer vaults and special IT Equip Rms, you will need to go to the building code in force for your area.
Generally no rating is needed that I'm aware.

I agree, this would be a building code issue not NEC other than the few places mention above.

Most fire ratings are specific to the project and type construction like type III. Were you can use romex but is a night mare when it comes to fire ratings the engineering for fire rating can typically be found in the Architectural plan.

Article 695 Fire Pumps

• 695.6 ( A ) Supply Conductors SHALL BE ROUTED OUTSIDE THE BUILDING. (This pertains to the conductors from the Xcel power and from the Generator if applicable all the way to the fire pump controller and final disconnect).

• 695.6 ( B ) FIRE PUMP CIRCUIT CONDUCTORS. On the Load side of the Fire Pump Controller and Final Disconnecting means.

• They Shall be permitted to be routed thru a building using one of the following methods.

• (1) Be Encased in a minimum of 2” of concrete

• (2) Be within an enclosed construction dedicated to the fire pump circuit (s) and having a minimum of a 1-hour fire resistive rating( this is where the newer RHH 2 Hour Fire Rated cable can be used in lieu of the 1-hour construction enclosure)
