Did anybody do desing of power back-up for fire stations? Where can I find requirements: do I need emergency or standby generator?

The requirements are up to you and the client. You would need the minimum amount of "Life Safety" as required by the building code. But the NEC does not say anything special about fire stations, keeping in mind that you are parking the trucks inside therefore you need to comply with NEC 511.

Regarding a generator; it depends on whether there is any equipment that must remain in operation during a power failure. Let the client tell you what they want.

Client told me what they want to be operational during black-out but I need to determine what is essential load and need to be connected with separate ATS switch. The problem starts there.

Check article 700.12 for power supply. I think on-site storage is required, 2 hour minimum

what would be your emergency loads, if it is just lighting, why not just install Bodine ballasts or battery heads for your emergency egress lighting and then you would not need to have 2 separate ATS.

He's correct, the customer need to let you know what they want. I know that communication equipment is essential, lighting, heating and the garage doors need to open/shut (there is a pull chain on the door for manual operation). The actual key here is the communication equipment.
