I have a Class 1 Div 2, Group D classified area that has fire suppression system installed within. I have two exterior strobe alarms that go from the I.S. area to the outside. My electrician are trying to install seals on the exterior of the building, I told them no. First of all, opinion on weather they are required at all and second if required shouldn't they be inside.
 
In the application as you have described it, Section 504.70 would send you ultimately to 501.15 (B)(2) which would require a non-explosionroof seal. It may be on either side of the boundary.
 
I.S. would not be the correct term for the interior of your Class 1, Div 2 building, nor for the exterior strobe alarm as it would not qualitfy as I.S.

It is important to use "Hazardous Location" to describe the area classification. "Intrinsically Safe" refers to certain restrictive apparatus, wiring, and properly designed systems that are allowed to be used in a hazardous location.

I only mention this so you don't use 504 when you should be using 501.
