As has been pointed out, see 300.21. Also the IBC addresses penetrations at 712.2 but says " Where sleeves are used...." it doesn't state that they must be used. But I would think if the cable is in a shallow grove, or in some way needs mechanical protection from injury sleeving and following the requirements for annular space fill around sleeves would bring the example in to NEC compliance. :smile:
 
Penetrations through a rated wall must be stopped with an approved firestop system tested in accordance with ASTM 814 and/or UL 1479. UL provides these system details based on the rated wall / ceiling / floor assembly type, penetrating item, and firestopping materials to be applied.

Only those penetrations made per an approved system would be accepted in my jurisdiction. In some cases, sleeves or other manufactured chases are identified with the system. Others do not require a sleeve.
