Firecaulking or not?

does the opening for a LV camera conduit that penetrates building Vinyl soffit need to be sleeved and fire-caulked? Can it just be sealed with regular weatherproof caulk?

Well, fire caulk certainly isn't needed.

The need for fire caulk will be spelled out in the building code, not the electrical code. The closest you get is 300.21 which talks about fire stopping, but it's up to you and/or the engineer to devise the "fire-rated assembly". If you look at 3M's site, you'll find all sorts of UL pre-approved fire-rated assemblies using their products.

Since the soffit is very unlikely to be a fire-rated partition, I'm going to say you're home free. but as others have said, I'd weather caulk it.
