I have a contractor who's saying that a recently installed pre-fab building at a project site is missing firestop protection at pre-wired conduit penetrations on an electrical panel. We're using RGS for the work. I've only heard of conduit penetrations through walls and floors, but never at panelboards. I've searched the NEC, the NEC handbook, the forum and online conduit manufacturing company sites, but have come up with nothing. Is this even a requirement, becuase I'm not so sure? Appreciate the guidance.
 
Sounds like a miscommunication.

Is he saying right at the panel or is he saying the homeruns are not firestopped where they pass through a top plate in combustible construction? Around here the local inspector (if that's who he is) has no jurisdiction inside a manufactured building anyway.

Thanks for feedback. No, it was not a miscommunication; he clearly stated/emailed "at the panelboard". We also are performing this work at a utility facility, so the jurisdiction falls at the behest of the owner however, the NEC is one of the required standards to follow.
 
Does not really matter who is the AHJ.
If there must be fire stopping at such penetrations then it must be done. The matter is who is responsible and that might be a contract obligation.

Are all of them surface mount?
I don't see how fire stopping them is going to help anything.
We do prefab buildings and have never been dinged for this.
And as said in a previous post if it has a state label on it the local can't say anything about anything but the incoming service.

Yes, they are running through the building, and yes all are surface mount. I don't think it will either, but in the end it may be done at the behest of the owner. I'm not aware of any contractual obligations (Sierrasparky), and the real crux of the initial question was determining if there were any code requirements for this to occur, of which I could not locate. As noted, it'll likely happen if the owner requires it.
