Is a MCB required by code on the first downstream panel from a transformer? I haven't yet found it in the code, but I am admittedly not the best(yet) at combing thru code books. I found where the NEC talks about over-current protection for secondary connections where secondary ties are used, but it is my understanding that a secondary tie is a circuit that connects the secondaries of two transformers.

Also, keep in mind that there is a difference between a requirement for overcurrent protection and a requirement that a panel have a main circuit breaker. The former requirement sometimes shows up in the NEC; the later requirement never does.
