First Means Of Disconnect

I have a automatic transfer switch that sits between my transformer feeding my comercial building and the main panel, as far as bonding neutral and ground at the first means of disconnect is the ats considered that point and the panel is not since there is a diconnecting breaker in the ats for the feeders before they enter the building to the main panel?
 
If the ATS is listed as suitable for use as service equipment, it will serve as your service equipment. (Main disconnect and service overcurrent protection) Your grounding electrode system and main binding jumper is installed there. All panels downstream are not service equipment and must have an insulated neutral and equipment grounding conductor.
