I am bidding the wiring of a new house for the first time. Really have only done commercial/industrial for my career. Is the best material to use for housing just plastic nail on boxes and romex?

It all depends on what you mean by "best".

If using plastic and NM gets you the job, would that be better than bidding it pipe and wire w/metal boxes and not getting the job?

"best" to me means: whatever the customer is willing to pay for that gets me the job.

and don't forget "acceptable to the AHJ". From posts here there are apparently some areas that don't accept Romex (few, but some)

Also there is a huge difference in nail on boxes between styles. You may want to try a few different brands and see what you prefer. Working with material that you dislike makes for a real long day.

the blue plastic boxes are fine as long as you dont over drive the nails and torque the box out of shape, fiber boxes and resin boxes hold thier shape better, but can shatter if you miss the nail, and they cost more.

a tip to make your box nailing go quicker is to cut a piece of 2x4 to the height you want the bottom of your box, just sit it on the plate and set the box on top of the 2x4 nail the box in place pull the board out, move to the next location and start over, that way you dont have to break out the measuring tape and sharpie at each location. dont forget to subtract 1 1/2 from your height to allow for the thickness of the bottom plate:D
