My optometrist asked me why he has to replace a fish pond pump 4 times in one year. He had an electrician check the dedicated circuit out and everything was normal. The gfci outlet seemed normal he said. He asked me if it could be surging. I said it seems unusual for only one circuit in the house to be surging. Was I correct ? Thanks

My first suspicion would be something mechanical, such as vegetation or other debris wrapping the impeller.

How long a run is it? Possibly voltage drop resulting in undervoltage.

I've had many calls for pond pumps and its was usually because the pump enclosure leaked and shorted out the GFI's, I suppose that's similar to an overloading scenario,or in this case below massive shorting.

took me awhile to find this amongst my 1000's of images.

Could be low voltage at the pump, or a clogged inlet.
Not knowing what the owner in OP actually did besides possibly replace pump once it stopped working - yes you do need to clean these things out as algae and other debris can clog them up, unless you want to keep high chlorination levels and have a "dead pond" when it comes to aquatic life.
