Fishing Romex cable

Question: Can Romex cable be fished in residential shallow wall without physical protection the wall is block with 1” firm strip attached and plaster
The void space is 1”

Yes. You can fish it (334.17(B) but it could not be secured to the strips if new construction. (334.17 & 300.4).

I agree with Tom, yes it can be fished in just about any narrow wall void that you can fit it in. For new construction it would need to be secured at least 1.25" from the edge of the furring strips.

I have some questions.
Are you talking about the hollow section of the blocks?
or
Are you talking about block with furring strips and the wall finish is already in place and you just want to run the cable between the furring strips but behind the wall finish?

Yes, the NM can be fished in a 3/4" deep space.
