Is it permitted to fish wire down walls and over ceilings in finished buildings without support ? They may not be 1 1/4 away from edge etc.

Yes, if the wall is already finished there is less of a likelihood of the cable being damaged.

I'd really like to see someone fish wires in a stud cavity and maintain 1¼" clearance from the wall.
