Fit for purpose?

We had a discussion yesterday regarding how many crimps were actually needed for a 500kCMIL bare copper cable terminated in a Burndy, 4-hole Nema compression lug ‘pad’ - which in time was connected to a copper grounding bus test station using 1/2” silicon bronze hardware.
The Burndy catalog says the compression requires 4 crimps, but the contractor only used 3, stating it would “never see any current or voltage” since it was just a point to test the grounding system and therefore 3 crimps was “fit for purpose”. Is this a viable argument?
