Fitting Transition

I recently was at a job site and saw and installation where the branch circuiting was routed thru the foundations in pvc with a female connector attached to its end and from there into flexible metal conduit via a flexible conduit (threaded male coupling) directly attached to the female of the pvc fitting and then into the panel approx 8? away. All is secured and it looks good but I was not sure is this a code violation?
