Is a heater in 'other occupancies' required to a permanent means to install a lock of the breaker if it has a unit switch that can disconnect all the ungrounded conductors?

Is a heater in 'other occupancies' required to a permanent means to install a lock of the breaker if it has a unit switch that can disconnect all the ungrounded conductors?

If the disconnect is within sight and disconnects all ungrounded conductors then a breaker lock is not required.
An example

If you had a electric baseboard heater that was 240V and the T-stat in the room was a dp stat with a permanent off then that would comply
