I was told that 2008 NEC mandates that circuit breaker panels have fixed/permanent lockouts installed. After asking and searching, I could not find any relevant code? Is this accurate?

I believe you are looking for410.141(B), 422.31(B), 424.19, 430.102(A) Exc.3, 430.102(B) Exc., 430.227, 440.14 Exc.1, and 490.44 & 45 in the 2008 Code. :smile:
