Fixed Electric Heating in Bedroom

I cannot find a 2023 NEC code that requires a separate circuit for fixed electric heating. The proposed plans show a 1000W heater on a 20A general bedroom circuit which is under the 50% utilization rule, 210.23(B)(2). Can anyone help me locate a code that rejects feeding fixed electric heating on the general purpose bedroom circuit?
 
Heaters are continuous branch circuit loads, so a 1000W heater is over 50% albeit slightly. 424.4(B)
 
I read that and interpret that as the conductor sizing only, which a 12-guage 20A circuit is certainly rated for 125% of the load. However, I believe that the heater is a continuous load which should be calculated at 125% So a 1000W heater at 125% is 1,250 W which is 10.4A. This does exceed 50% of the 20A circuit, although not by much. Am I correct in applying the 125% continuous load rule?
