Fixed Radiant Heater Connect by Cord and Plug

This is from a job site inspection one of our staff did yesterday. This is a commercial building; actually a covered pool area.

The Radiant Heater is gas. It is suspended from a ceiling. It requires a 120-volt control power input. The control circuit is connect to the heater with a cord and plug connection to a ceiling mounted receptacle.

My instinct tells me this needs to be a permanent wiring connection.

We can direct the Contractor to change it either way because that is not the way we showed it in on our construction documents. But I would like to know if there is a code reference that would not allow this installation.

How would this be different from a garage door opener (permanent installation) that is cord and plug connected? Did the unit, hopefully listed, come equipped with a cord and a plug? If so, it may not be listed to be installed otherwise.
 
Cord and plug is an acceptable means of disconnect providing the heater is not less than 5' horizontally from the inside wall of the pool and is not less than 12' above the deck and all the GFCI requirements of 680 are met. Additionally I believe the cord may not exceed 3' in length.

I cannot find anything that disallows it. I do primarily commercial work so I don't see many garage door openers. However, I am currently working on a big log cabin residence with a three car garage and indeed the preliminary plans given to us show receptacles for the garage doors.

This definitely does not look like cord and plug came with the unit.

You should be able to tell by the type of cord connector.
