Fixture "winch"

I received a residential print today from a GC, on it it states "foyer fixture(20' ceiling) to have winch installed for lowering purposes". Is this some type of device that is attic mounted? Would this be specific to only certain manufacturers fixtures? The GC knew nothing about this feature. Thanks.

They get some pretty good prices for installing these lifts, and take care in costing the job, the lift kit itself can run from $600 up and the installation of the lift, and switch can take anywhere from 5 to 8 hours, for old work job, depending on the switch location, new work is a lot easier, don;t get stung with dressing the fixture, some can take a day to dress.
