fixture wire and whips

i have recently failed an inspection due to feeding 5 2x4 electronic lay in fixtures then hitting my juction box. the inspector stated a problem with conductor ampacity. so i stated art.402.5 fixture wires, and art 240.5b2. the inspector still failed me. am i wrong or should we stick to our guns and go above his head?
 
402.1 Scope.

How does 402.5 factor into this for branch circuit wiring?

240.5(B)(2)....what size/type wire did you use?
 
We can't help you as you did not say what size conductor you used or the circuit size.

Post some more info and someone will be glad to answer.

Please explain where you think that the fixture wire starts and ends.
 
Lay in fixture whips from the manufacturer are usually 18 or 16 solid wire

You may have a problem

Does 410.67(C) apply
