1. Article 402 "Fixture Wires"....where can I find out what is considered a 'fixture'?

2. I have a metal cabinet enclosure (NEMA 3R) that houses an electrical cabinet and some hydraulics, valves and a fluid tank. There is a flexible heater-480v 300W-affixed to the tank, and the 2 wires run from it through a bulkhead into the electrical cabinet.
I am having trouble finding whether the NEC requires these wires to be run through a conduit or be otherwise 'covered'. They are not interfering with any moving parts, and out of the way of any human interference (unintentional)

I've checked all seemingly relevant articles and am coming up dry...
Thanks,
Mark

409.1 Scope. This article covers industrial control panels intended for general use and operating at 600 volts or less.

Informational Note: UL 508A-2001, Standard for Industrial Control Panels, is a safety standard for industrial control panels.

You know I have always wondered why they never change the name of fixture wires when they changed from calling light fixtures Luminaires in the 2002 code cycle? and that there is no definition of what a fixture wire is other then what Bryan posted above.

luminaires

luminaires

I was thinking 'fixture' meant luminaire but there's a footnote redirecting you to a seperate section for lamps and luminaires so I figured fixtures were 'other'.....???
