Flagpole and LEED

Does anybody know what LEED or Darksky.org is saying on flagpole lighting?
I checked on their sites and I could not find any information. I checked on IESNA and all I can find is advertising.

I heard there is a limit of not more than 39W to use on the ltg fixture but I can not find the source. I have to hear back yet from the light rep who emailed me about the wattage limit.
 
been awhile since I was certified but all I can remember is that you had to either have a full down with a max 30 degree might have been 45. I don't remember a wattage specified. I will look through my books.
 
LEED NC version 2.1, Credit SS-8 required all exterior fixtures with initial lamp lumens greater than 1000 to be shielded. Anything greater than 3500 lumens had to be full cut off.

Version 2.2 is more complicated.

It depends on what type of zone you're in. It limits total lumen output for the site measured above 90 degrees from nadir.

I've heard that Dark Sky will state that flag pole illumination was removed from federal law during the energy crisis in the 70's. I don't think they like to say specifically one way or the other.

LEED NC version 2.2 states that exterior lighting should only be for areas as required for safety and comfort. I have never heard of a project getting rejected for flag pole lights as long as the total lumen output is within the zone requirements for the site.
