Flagpole Grounding?

A conveyor dumps gypsum in the top of a dome structure where the gypsum is stored. The client wants to put a 40' aluminum flagpole on top of the dome. As far as I know, no electrical equipment is inside the dome.

Flagpoles don't fall within the NEC, but NFPA 780 Section 5.2.1 states that flagpoles require one strike termination device, down conductor, and grounding electrode.

Would anyone provide lightning protection per NFPA 780 or first check to see if the AHJ requires it? I would think that the flagpole should be grounded, but wanted to check if anyone has experience with this.
