Flagpole Grounding??

I'm on a project and the GC just mounted a flagpole on the top of a building supported from a wooden structure. Does this require lightning protection or grounding? It seems like a fire waiting to happen, the pole is the highest point in the area but it's not connected to ground.

If it's not actually connected to ground or an equipment grounding conductor maybe that will actually work to your advantage and the lightning will try and find something else that is. :)
