Flange boxes

I was told that the 2011 code requires flanged boxes on all outside walls. They have insulated flanges to prevent air leakage. Any information on this?

Sounds like a building code requirement

This sounds more like a building code requirement (probably the IRC). If an air barrier is required it may not have to be at the interior drywall (called airtight drywall approach or ADA) which would require airtight boxes. The air barrier can just as well be at the exterior sheathing, or even at both locations (a belt and suspenders approach).
