Flat roof/fuel canopy access with ladders

Someone have a good link for how to osha compliantly access a flat roof of a gas station canopy? (GC just got spanked by inspector and we haven't touched it yet, it's fully built someone complained but no fines yet(

Need to pull in conductors through steel columns that penentate above roof that are 6+ feet from the root edge. I understand 3+ rungs above the roof level and it needs to be tied off. No lift available due to site conditions (still under construction, hoping to avoid renting an all terrain lift for 1 hr of work

The problem's fall protection once you get on top of the canopy. The easiest way is with a restraint device (a tether that'd keep you away from any edge) or a personal fall arrest system (harness, lanyard or lifeline--including yo-yos) and anchorage (capable of withstanding 5,000 lbs. of pull). I suggest that you climb up there and scope it out (you don't need fall protection when you're making an inspection (see 1926.500(a) https://www.osha.gov/pls/oshaweb/owadisp.show_document?p_table=STANDARDS&p_id=10756). If there's an anchorage there, use it. Otherwise, you'll have to install something. You might be able to wrap a cross-arm strap around the column and hook a self-retracting lifeline to that. https://www.millerfallprotection.com/#
