flex conduit fill

I have a 6 conductor cable with an outside diameter of 0.41". it's for a traffic signal radar detector and also carries voltage between 10-28 Volts I think it's considered Power over Ethernet (POE). First, is it communications cable under Article 800? if it is, I believe it has to be separated from the signal and lighting conductors. I plan on using flex if required. Everything has to fit in a 2" conduit. Second, what is the maximum conduit fill for flex?
 
Remember that Communications as used in that section specifically refers to common carrier/utility communications, not local data, whether it is audio, video, or anything else.
That seems to be the consensus anyway.

Update: the cable is not Ethernet. It's RS485 with DC power. Do I have to keep it separate from the signal and lighting conductors (120 V)?
