Does the Code require that the disposal cord by tied up, as in "prevent damage", or is there any other means in use?

I don't think the NEC requires any plug in type cord to be 'tied up' .

That's a interesting question. 400.8(7) prohibts a cord where "subject to physical damage", but if the disposal is "factory" cord & plug, changing it would likely void the UL listing.
IMHO, about the best you could do is suggest (possiblyrequire) that the outlet be placed in such a manner to minimize cord damage and/or have the cord follow piping or be coiled to minimize damage.
