Flexable cords and cables

Can I use flexable cords and cables with attachment plugs to power workbenches that I must move from time to time to clear a path to move machines in and out of our facility?

Look at 400.7(A) & (B).
IMO, You can use cord as long as you also use an attachment plug.

I wouldn't call a workbench utilization equipment.
I guess it depends on what is being plugged in on the bench.
