Flexible Cord for Lab Table

This question is regarding a chemistry lab at a university. There are new lab tables being installed and the contractor ran flexible cord, SJOOW, spliced from an existing outlet box and then routed through the casework which will be used to connect in pedestal outlets on the top of the lab table.

I'm trying to figure out if this is code compliant, but I can't find an item in NEC 2020, article 400.10 that would allow this installation. It seems like if this lab casework was not fixed in place and prone to bumping and moving, that could be a potential reason, but I would almost guarantee that this lab table will be bolted in place.

Does anyone have experience with this or can point me in the right direction? Or is this just not allowed?

I don't see 400.10 allowing this, it doesn't meet any of the 11 requirements. At a minimum it should be connected to a receptacle.
