Flexible cord installation

I need a clarification on flexible cords. According to the code this installation using a strain relief is illegal unless it is from a bus switch and the strain relief is 6 or less feet away. Is that correct?

Our customer is asking for a jbox/gutter to be mounted flush with the ceiling and to have the flexibility to plug their equipment into said gutter or remove the cord drops when not in use. They also want the flexibility for this gutter to supply a drop to equipment up to 10' feet away and still have a vertical look of the hanging cord. I have attached a picture of an installation they wish to copy. I see one violation of letting the terminals support the weight of the cord. If this installation was hard wired with a Kellum Grip could the cord be swung laterally under the ceiling and be supported from the ceiling grid? Or would it need a support similar to the CADDY IDS. Also attached.

Are you saying every commercial kitchen is in violation because of ceiling mounted outlets that supply kitchen equiment?
 
I asked for some fresh eyes on a code interpretation and not a snide comment. I think I read to much into 368.56 and was trying to apply it to leaving a j-box/gutter. After reading through the code book yesterday it doesn't say that it shall not be done as such so that being said it is a good installation.
