If you are thinking of mounting them and using them, for example, instead of fixed pendant cords, they would be an accessory just like an extension cord and the NEC would not have a lot to say about them.
One major caution is that some (most? all?) reels are not rated to handle their full amperage unless the cord is fully extended. Otherwise heat builds up in the coiled portion.
UL definitely addresses them though.
