Flexible Cord secured

Does anyone have any opinion on whether or not securing a flexible cord triggers any applicable NEC rules?

How about a flexible cord in a cabinet?

I don't see a problem there. The cord is just the power source for a load, not an extension cord, right? So it is not being used as a substitute for permanent wiring. Also, it is not concealed, since you can see it when you open the cabinet doors.
