Flexible cord through a counter top

Is there a code about running a cord through a counter top from below the counter to plug in a mini fridge? I looked at 400.8 in the 2005 code and it does not address a countertop by name.

help needed
 
Like Pierre said, use a grommet. I do this all the time for cash wraps in stores to feed the cash registers, computers, credit card machines etc.... I have also done it in convenience stores for coke machines, hot dog warmers, nacho machines etc...
 
Is anyone in the habit of using a grommet when plugging in a DW in the adjacent cabinet or a hung MW?

Random comments based on posts so far:

Could an industrial mini-fridge draw 10+ amps? my 25 cubic foot ref/freezer draws 7A. My upright freezer in the garage (very old Sears) draws about 5.5A.

Why someone would want a hole in the countertop is beyond me. What about spills, etc.?

Sell that grommet! You've got to cut the hole and install the grommet! as Cowboy says: it's the same price. Better yet, it's less work.
