I’m trying to understand uses for flexible cord and article 400. This job that I am now the precious electrician ran swoow cord through conduit. This is a football field and wiring will feed 24 second clock and receptacles that will be used on the side lines. Conduit circles field and very 30 or 40 feet there is in ground box. The conduit is 2 “ PVC. I know slow can be used in damp and wet locations but I don’t think buried conduit is one of them. 400.12 Uses not permitted 400.12(7) not in raceways, except as otherwise permitted in this code. This “ in this code “ is where I’m getting stuck , where are the exceptions in this.
 
Is the 24 second clock low voltage? I assume receptacles are 120V?

You could use Type TC (tray cable) for the low voltage and THWN conductors for the receptacles.

He could even use Type TC for the line voltage as well. It's rated for 600V after all. It might be easier to pull cable as opposed to individual conductors.
