Flexible Cords in Electrical Equipment Room

Hello,

In a commercial building (highschool) equipment room we have a at$T smartjack that requires 110v and it mounted on a wood back board. We need to plug it into our ups on the other side of the room about 25ft away. Rather than pay for an electrician to tap into an existing 110 and intall a new outlet, is it to code to run a flexible cord from the smart jack which has a 3 prong plug over our wiring rack and into our ups. We may also need to install a few clips on the backerboard to secure the wire a bit before it goes across on the wire rack.

What you are describing sounds to me like a permanent wiring application. If that is the case then rubber cord is not an option. 400.8(1)and(4)
