Flexible cords in walls

I never really thought to much about this until a co-worker of mine told me about a code compliant cord set up for flat panel tv so that you can just use the outlet below and concealing the wiring to the tv. I just don't do it but now I am curious why can't you run flexible cords in the wall? What is the safety reason for putting this in the code?

The application you are speaking of does not utilize a "cord" in the wall. It is actually a Chapter 3 wiring method that is used for this unique application.

I will say this in terms of Cords versus Chapter 3 wiring methods......the Cords do not undergo the same scrutiny that is found for the wiring methods in Chapter 3, at least in terms of the cables anyway. Also they were never evaluated for use as building wiring as they are not given in Table 310.104(A) nor referenced in 310.10(A)-(D).

And then their is the short answer (with no explanation..lol) because 400.8(1) and (5) says you can't.
