400.10(A)(7) lists prevention of the transmission of noise and vibration as a permitted use of flexible cord and cable for permanent wiring, but it's vague on any requirement for the use of attachment plugs with the flexible cord. Explanatory information for this permitted use often cites 422.16, which provides examples for certain appliances with exceptions to the need for an attachment plug. I am also aware that flexible cord and cables can be used for permanent wiring without attachment plugs for hazardous locations, and floating buildings and marinas. What other examples can you provide of flexible cord being used for permanent wiring without an attachment plug to prevent the transmission of noise and vibration?

Although it's not all inclusive, take a look at 400.7(B) which notes specific cases where an attachment plug is required and (A)(7) is not included.
With that in mind, as you have referenced, there are specific situation where a plug might be required even though its not listed in (B).;
