flexible cords

My foreman wanted me to mount two fans on a wall about 8ft.high about 6.5 ft. from the edge of a indoor pool. 3/4 inch painted plywood would span two studs and lag bolt the fan to this. He wanted to put a pipe chase through the wall, cut the manufactured cord cap off the cord, extend the cords through the pipe chase. Put new cord caps on and plug into a receptacle on the other side which is a locked pool mechanical room. I said this is a code violation of Art.400.8 pipe chase or not. Cords cannot be run through walls, plus the disconnecting means is behind a locked door other than the fact the fan can be switched by a pullstring. I called the local building department and one inspector told me no way. He called later and got an answer that they would accept this installation if it didn't ruin the fire rating of the wall and the disconnecting means was readily available. Sounds like variance to me. The end result is I'm not doing this job, repercussions or not! Violation or not? Forget the design! Is it legal to run a cord through a wall? Art.400.8, uses not permitted.

This sounds pretty hairy to me, normally from a design point of view I would expect to see the fan recessed into the wall, or ideally located in the equipment room and ducted through with a speed switch on the pool side (or spin timer if the pool is a common area). Using a plywood base and a cord chase sounds about like a cheap out on your employers part.
