Flexible non-metallic conduit

I've got a vendor skid with approx. 40 feet of 2" Anaconda Sealtite Flex Conduit type NMUA strewn all over the place like a garden hose. No support whatsoever, just laid across the skid -- vendor wiring from a vendor supplied junction box to a local Control panel associated with a 5kV compressor. This is done for a least 4 different conduits (btw, CID2, Groups C&D).
Is this permissible?

Is this a NEC application, UL508A or NFPA 79?

UL508a would not apply since it just does not apply past the field wiring terminals in the industrial control panel.

LFNC is not one of the wiring methods listed in 501.10(B) except where extra flexibility is required. I don't see how one could claim one needed 40 feet of it for extra flexibility.

Article 356 requires it be secured at intervals not exceeding 3 feet.
