Can you expand on the situation?

Are LED's in either room? I'm going to suggest that Dimmer is not LED worthy (listed/rated).
Loose neutral, end of life on LED's, are LED's dimmable? Wrong Lamps for Dimmer?
 
Kitchen lights only flicker when you turn the dimmer all the way up....these lights are not connected to the dimmer.the dining room lights are new dimmable LEDs.... they work fine,the kitchen lights are existing...May not be dimmable,but aren't on a dimmer

I tryed 2 dimmers.. both did the same thing

Are the kitchen and dining room lights on the same branch circuit or MWBC?
Perhaps you could put a dimmable LED into a kitchen light and see if it still flickers.
