Flickering lights

Hey guys, customer bought a new prefab house, he noticed with the can lights off, if he turns on the ceiling fan switch control, the can lights will flicker on. It does this in two seperate rooms.

Only thing I can come up with is either cheap fan speed controls, or cheap can lights, or both. I'm guessing we are getting some kind of feedback on the neutrals? I checked connections and they seem OK. Just looking for maybe some kind of explanation to give him. Im guessing it's probably not really a problem, worse case shorten the life of the lights maybe?

I would think it's ElectroMagnetic Interference (EMI)h. There are priorities involved, which devices must accept EMI.

I would bet if you use incandescent or halogen bulbs, the issue goes away. Or use LED bulbs that are in the $8-12 range
