Flipped breakers

I recently installed a 400 amp service. There are two 200 amp disconnects outside, fed from a 400 amp manual generator transfer switch and feeding two separate 200 amp panels inside the house. The customer called me the other day and said that when the utility power goes off and then comes back on some of the breakers on the one phase in the one panel will trip off. I used mostly ARC Fault/GFCI Cutler Hammer CH breakers in a Cutler Hammer CH 42 space panel. Your ideas or suggestions are welcomed...
 
I guess the obvious question is, what is connected to the circuits whose breakers are tripping? Is there a chance this is an inrush problem? Or is it a noise problem confusing the AFCIs?
