floating neutral

Situation: 200 amp temp. meter base next to fused disconnect above panelboard. Has a 3-wire setup from disconnect to panelboard using the conduit( 2" pc of 2" emc to hub of panel) as the equipment grounding conductior. The panelboard did not have the neutral and the egc separated.
Should they have and by what code? Sorry no picture.

Maybe 250.24(A)(5) is what you're looking for. :confused: :smile:
 
The 2" nipple is fine as the EGC but the grounded and grounding conductors require separation at the panel.
