For residential, there must be some (not necessarily all) switched outside lights at entrances.
Energy codes, where the state has them, might well prohibit 7x24 lighting. Timer or photocell?
To do maintenance on fixture, you would turn off the breaker anyway.

They are photocell lights, some one told me they had to be on a switch within eyesight of the lights

That someone is incorrect. Goldy gave you the requirement, it just involves exterior lights at doors. 210.70(A)(2)(b).
