RECENTLY OUR JURISTRICTION HAD FLOOD WATER (STILL FLOODED) COME UP TO THE FLOOR LEVELS OF "PARK MODEL" RV UNITS. THE PAD MOUNTED TRANSFORMERS WERE PARTLY SUBMERGED. A LOT OF THE DISCONNECTS FOR A/C UNITS WERE UNDER WATER (SOME STILL). MY QUESTION IS (CAN FIND NO GUIDANCE IN THE NEC) WHAT SHOULD BE DONE ABOUT TURNING THE POWER BACK ON (OUR BUILDING OFFICIAL HAD THE POWER TURNED OFF). INPUT ANYONE?

NEMA has guide lines at there web site for restoring water damaged equipment.
This is not a code issue as such. Most of the time you will have to replace the distribution equipment. It may depend on how dirty the flood water was.

A few years back, Square D had phamlets out on the subject. Try their web site.

Basically as to Tom noted, if it is submerged, then replace.
