Floor box allowed in grade?

Are floor boxes allowed to be installed in grade / dirt or are they only allowed to be installed in an actual floor like concrete?

I would say probably not. It’s meant to be installed inside, in a slab with a floor plate and receptacle. Where would you have the floor box in the dirt?
