Floor box

I have a Gen. Contractor who want's me to install a floor box w/ a duplex (for a desk/workstation) in the floor of a vehicle service bay. The service bay has min. 6 air changes per hour which de-classifies from finished floor to the deck. Now correct me if I'm wrong, but anything below F.F. is still classified. Also the floor is constantly being washed down to the floor drains. I'm thinking that this duplex cannot be put in a flush floor box, and if so what kind of cover would I have to use? Any suggestions/comments would be much appreciated.

511.3(B)(3) say's any depession below floor level is class 1, Division 1.

511.7(B)(1) Electrical equipment in a fixed position shall be located above the level of any defined class 1 location or shall be identified for the location.
