Can floor boxes replace all of the required 120 volt receptacle outlets in a house, eliminating the wall outlets? All of the rooms in this house except the kitchen, bath and laundry has cut-in metal boxes screwed to the floor with water tight / outside receptacle covers. A quick look at the code with in 18 " from the wall , boxes intended for the proper use no problem. Just joined this forum to see some good answer's and maybe get some quick code references . Thanks!
 
Yes they can as long as they're within the 18" that can be counted as the required wall space receptacles.

Receptacles in the floor can count like post 7 mentions

Receptacles in the floor also need to be part of an assembly listed for use in the floor like post 6 mentions.

Not all "face up" receptacles are necessarily in the floor - interpretations on what is allowed however may vary but IMO NEC only requires them to be listed floor boxes if in the floor.
